The controversy of 2024 was the crisis in which the World Anti-Doping Agency (WADA) was forced to admit that 23 Chinese swimmers had tested positive for a banned substance.
That crisis unfolded during the Covid pandemic at a time when the international watchdog had no access to China and could not and did not conduct any on-the-ground, independent investigation of its own.
