Where to Begin...
Let's start with Bǒras and Sarah Sjöström's 24.43 shockwave on a gusty day outdoors in Sweden when the sprint ace downed the World 50m butterfly in 2014... the standard stands tall yet, though Gretchen Walsh, Douglass' teammate, has got closer of late, but not cracked the dash as yet, despite making some huge gains in the 100m event. Douglass, coached by Todd De Sorbo and team on the pro side at Virginia, is travelling a whisker shy of Chris Cavanaugh in 1980. The historic comparisons of women and men are interesting and mostly fun. And mostly they fall in line with current women's standards being about 50-60 years behind the curve of time when men's top speed was what women's is today.
The more serious point: the women's 50m free within itself and in its own historic timeframe. Brace yourselves! Open to have any of the maths challenge, but a friendly statistician and brain beyond mine points me this way:

What this means in plain terms
Douglass's swim is statistically extraordinary — not just fast. Across 32 world-record breaks in the women's 50 free since 1975, the average improvement has been 0.49%, with a standard deviation of 0.40%. Her 1.53% cut is more than 2.6 standard deviations above that average — only a handful of jumps in the entire 50-year history come close (Jill Sterkel's 1.37% cut in 1980, Yang Wenyi's 1.19% in 1988). Statistically, a swim like this should be a rare event even across five decades of progress.
Let's leap back here to Paris for a moment and take a look at Johannes Liebmann's World 1500m record:

Remarkable as it looks and is, the swim is actually right on the historical curve. The 1500 free's average WR improvement is 0.42% with a std dev of 0.27%. His 0.45% cut sits almost exactly on that average line (z = 0.08). It looksdramatic partly because it's a big number of seconds (3.88s) — but that's normal for this event, where WR swims routinely knock multiple seconds off simply because the race is 30x longer than a 50.
So which is "more" extraordinary?
By this measure, Douglass's swim is roughly 30 times more statistically unusual than Liebmann's, relative to what each event's own history says a "big" record-breaking swim looks like. That's a genuinely fair way to compare across two wildly different event distances — it strips out the fact that 1500m times naturally have bigger raw-second swings and asks instead: how far outside the normal pattern of progress did this swim fall, for this specific event?
