Michael Phelps has called for a lifetime ban for anyone who tests positive for a banned substance and says that China should not have been allowed to compete in the Olympic pool at Tokyo or Paris at a time when its swimming program, should have been under investigation.
The most decorated Olympian in history believes that the only response to the latest China Crisis that has plummeted trust in the global anti-doping regime to what Katie Ledecky has described as "an all-time low" is a one-strike-and-you're-out policy.
